After 13 months of war, aid groups accuse the Israeli military of hindering and even blocking shipments in Gaza. Almost the entire population of around 2.3 million Palestinians is relying on international aid for survival, and food security experts and rights groups caution that famine may already be underway in hard-hit north Gaza.

The Biden administration said Tuesday that Israel has made some good but limited progress in increasing the flow of humanitarian aid to Gaza and therefore it will not limit arms transfers to Israel as it had threatened to a month ago if the situation had not improved.

The United States said Tuesday that Israel was not violating US law on the level of aid entering Gaza even as aid agencies said it was still not enough.
